June 23, 2025 — The Bureau of Customs (BOC) has tightened balikbayan box inspections in a move to curb smuggling, drawing mixed reactions from industry groups and OFWs, according to GMA News.
The new directive from the BOC requires each balikbayan box to be individually unloaded and subjected to X-ray screening, replacing the previous system of scanning entire shipping containers. The measure was prompted by recent incidents of illegal items, particularly shabu, being smuggled through balikbayan shipments.
Authorities say the policy aims to close loopholes in the balikbayan box system and stop the continued misuse of this channel for smuggling activities. However, the move has sparked concern among deconsolidators—logistics firms responsible for handling these boxes—who warn that the new process may cause severe delays. What used to take a few days for release may now extend to a month, which could greatly impact consumers and Overseas Filipino Workers (OFWs) relying on timely delivery.
In response to the backlash, the BOC has temporarily paused the full implementation of the new rules to allow for further review and dialogue with stakeholders. While deconsolidators support the goal of preventing illegal shipments, they emphasize the need to balance national security with operational efficiency, especially with the peak OFW remittance season fast approaching.
The BOC also urged understanding from OFWs and called on consolidators abroad to establish better systems and compliance practices to help mitigate the risks and delays.
